The paper examines the development of the labour movement in Indonesia in the context of trade unionism elsewhere in the area of the Asia-Pacific region. The Indonesian labour movement is shown to exhibit a dual nature; consisting of an official sponsored and legal form of unionism, and an independent, quasi-illegal form of unionism. The two have a conflicting yet symbiotic relationship, where the state plays a very significant role in determining the parameters for behaviour in industrial relations. Although the form of state intervention in Indonesia may be different from state intervention in other comparable countries, its aims are broadly similar. In this context the Indonesian independent labour movement is shown to have had some measure of success in resisting the restrictions placed upon it in its attempt to advance its members' terms and conditions of employment.  相似文献

In an earlier paper in this journal, we argued that current road safety programs and thinking are constructed within a paradigm that tends to accept existing cultural arrangements. The current paper is a sequel to the earlier one, and outlines significant policy themes emerging from a research project on a holistic approach to road safety. Two overarching themes include the importance of leadership for policy change and implementation, and addressing the more transformative aspects of intervening in a system. A distinction can be drawn between “deep” sustainable change, which usually requires fundamental redesign of the systems involved, and “shallow” adaptive change. Examples of deep change discussed include the much wider application of mobility management, a strong shift to active travel and public transport, and a reconsideration of how time is structured in society, as with the adoption of “Slow Cities” principles. Transformational leadership can draw on a variety of “knowledge cultures”, which can all share in collective decision-making and possible actions for the future. We discuss especially leadership at the worldview, organisational, and community levels. Vision Zero approaches are valuable, but need to be integrated with a common vision for a sustainable transport system developed in conjunction with energy, transport, health, environment, and education agencies. In addition, Vision Zero approaches can be assisted by greater attention to and questioning of embedded cultural practices and behaviour.  相似文献

Abstract.  Edgeworth showed that a free-trading country might be impoverished by its own technical improvements if they are confined to the export industry and if no good is inferior in consumption. More recently it has been shown that improvements confined to the country's import competing industry can never be impoverishing if, in that country, no commodity is inferior in consumption. However, in all available proofs of these propositions, it has been assumed that for each country there exists an autarkic equilibrium. It will be shown that, without that assumption, the second proposition must be severely qualified.  相似文献

This paper examines the effects of sterilising a surplus, using open market operations, on the level and structure of interest rates. The framework adopted is a portfolio balance model of the financial sector. The paper begins by assuming residents hold assets in only three forms—domestic money, domestic bonds, and foreign assets. Initially, the surplus emerges in one of three ways—the foreign interest rate falls, there is an exogenous inflow, or there is an ongoing current account surplus. The analysis is then extended to the case where there is some direct real investment. Finally, the model is refined to allow residents to hold four assets, including new equities.  相似文献

The changing legal landscape of the right of the employer to control and monitor employee behavior is examined. Two distinct areas are defined: behavioral monitoring and behavioral restrictions. Relevant statutory laws and the developing common law are discussed. We also examine potential employee reactions to such policies by evaluating the reactions of graduate students to six employer policies including weight restrictions, grooming requirements, use of GPS locators, drug testing, ban on off-duty smoking, and email and internet monitoring. Students responded to these policies by determining the reasonable interest of the employer in the behaviors being monitored or controlled and the manner in which policies were implemented. Their comments suggest that employees may accept some level of monitoring or behavioral restrictions if the employer can make a convincing social account of the need for a policy. Additionally, the policy must be clearly communicated and properly implemented. However, restrictions on off-duty behavior were typically poorly received with the exception of illegal drug use.  相似文献
